I agree with you on this as individual governments should not have the right to rid you of your right to citizenship. However, there must be an economic reason to enforce the 3 year rule, i doubt it was made on a whim. It may be an outmoded rule (it has been around for over 20 years after all) and a review is probably overdue but it could result in the opposite affect to the one you want.
We are fantasically lucky, having the wherewithal to be able to choose countries which offer the best opportunities for us, but it is not a right just a great opportunity. There are repercussions with every decision we make, some good some bad.
