The AX 103 is called a "Parent visa". If you have read the DIMA information then you will know that it takes "many years" to get this visa! You basically submit your application and then have to wait YEARS before the visa is granted (even if you meet all the criteria).
You say you need to get there a.s.a.p because your grandson is ill. In that case you would be better off getting a three month ETA (if you're from a country that qualifies) and then apply for a 6 month or 12 month visitor visa.
There are also different classes of "contriburoty parent" visas. These are granted much quicker than the AX 103 visa, but you need to pay a considerable amount of money AND there is still a waiting time (shorter than the 103 visa but still over one year before you get the visa).

P.S. A list with info links to all the different parent visas is here:

Thank you for your good feed back. Looks like a 143 would be best for us. But, if I apply for a 173 a temporary visa, would I be able to apply for a 143 permanent visa later, as and when? Would it be any cheaper, or easier to apply for, already, living in Oz?

Yes, you can apply for a 173 visa first and then later for a 143. You *must* apply for your 143 visa before the 173 visa expires! If you get the 173 visa first and move to Australia, you can apply for your 143 visa from within Australia.
You will be paying a lot more in visa application fees and all the other charges (e.g. medicals) by going down this route, because you are paying for two visas.
You may want to join the thread on here for "Contributory Parents" and ask others how long a 173 takes to come through.

=Tiggs+Graz]if you check the parents visa fees i think you will find that to move from a 173 to a 143 the fee is in effect a 'top up' and ends up more or less the same as if you had started on the 143.You will pay a little more in admin fees but no big differences.
