Uni Preparation Course?

Hi
Not sure please if any one can advise me my daughter is looking to go to Edith Cowan Uni in Perth when she moves out to Oz.
They apparently can do a 6 month Uni preparation course before the commencement of their Uni degree which is FREE.
Does anybody know if she would get this FREE being that we have permanent 136 skilled visa or do you need to be a citizen of Australia for this to apply?
I would really appreciate if anybody knows about this please?

This course structure contains information about the units which comprise the course as well as the credit points required to successfully complete it.
The University Preparation Course is free to Australian and New Zealand citizens, Permanent Residents and Permanent Humanitarian VISA holders. The University Preparation Course consists of one semester of full-time study or two semesters of part-time study with the requirement that students complete four units of study. Three of these are compulsory units (UPU0001, UPU0002, UPU0003) and the fourth compulsory unit can be selected from two available options (UPU0004 or UPU0005).
Core Units
Unit/Description
UPU0001 Learning Skills
UPU0002 Academic Writing
UPU0003 Foundation Mathematics
Students must select one unit from either
UPU0004 Humanities
OR
UPU0005 Science
In choosing between UPU0004 and UPU0005, students are advised to select the unit that best fits with their undergraduate study intentions.

I hope you don't mind me hijacking your thread Debs but I also have a Uni question.
We are moving to Australia in August 2012 after my daughter has finished her GCSE's. My concern and question is where will she stand with her High School Certificate and Uni. She is the oldest in her year and will therefore be 17yrs old in September 2012. I believe she will go into Year 11 which will only give her 1 term of Year 11 and a full year in Year 12, will this be long enough to achieve the credits required for her High School Certificate and a place in Uni? Could she miss her High School Certificate and do a Uni entrance course instead of going to High School as she will be 17yrs old when we arrive? She wants to do a Criminal Justice Degree in Uni.
I would really appreciate any information anyone has as I really need to make sure our decision to move to Australia doesn't damage our daughters education and future.
One other question, we are validating our Visa on the 12the December 2011 and would like to know will the schools and Universities already be closed for Christmas or will we have the opportunity to contact some schools for information.
