Where are you? I believe that each state has an Office of Fair Trading and a department for Consumer Affairs not sure about their Weights and Measures Department. - this appears to be Federal but could be wrong.

Weights and Measures are a part of Consumer Affairs and Fair Trading in each state. Consumer Affairs/Fair Trading are usually part of the same department under 1 Ministerial responsibilty (e.g. www.consumer.qld.gov.au/). The ACCC (Australian Consumer and Competition Commission) is the Federal commission, but deals mainly with national or major competition issues, rather than consumer complaints which are normally handled at state level.
