I'd say both cities are fantastic, but Melbourne is more accessible and survives and lingers more and probably has more going for it when you take away the touristy bits. Take away the beaches, and the Harbour and Sydney doesn't offer much more at all other than really expensive housing whereas Melbourne just carries on regardless. And if you have to go to some of the outer suburbs to afford it, then you've taken away the beaches, the Harbour etc.

It depends where you are on the peninsula. The train runs as far down as Frankston with a diesel service going out to Stony Point.
