Default STNI application

dear friends,
I am about to apply DIMIA for immigration. I have learnt that if I am nominated by a State (eg. SA or Victoria governments), my immigration would be sponsored by these governments. is this true?
I had my civil engineering qualifications assessed by IEAUST and now I want to be state nominated for my immigration. where should I apply for it? I mean the addresses or e-mails.

and a second question..

I am thinking of applying in skill independent category. if my application is accepted, will I be supposed to bring a certain amount of money to australia with me. there is nothing I could see about this in the forms.

any answer appreciated. thanks and good lucks!
