Indeed....but many of the population have joined the motorway in lane 1 and wanted to overtake a lorry doing 55mph and go from 50-55mph to 70odd in an expedient a manner as possible.....and overtake using only the middle lane...and have effected it by hook or by crook....I''m trying to use everyday examples here...?!!!!!

Ok its been a long day. I'm not trying to argue...

Totally agree - road users need to take responsibility for the vehicle they are driving and the way they drive it. Yes we need laws to guide us, but driver responsibility, partly thru education, needs to play a greater part - e.g education should help us understand why it's dangerous to use a mobile phone whilst driving; responsibility should subsequently stop us doing it - not the threat of $100 fine or risk of demerit points.

(I'm not saying abolish the penalty system, I'm saying that penalties should not be our disincentive mechanism)
