My feeling is that as NSW does not intend to participate in STNI, intending SIR migrants should give the state a wide berth for the time being, in favour of states like South Australia which have a *track record* of sponsoring individual migrants.

Unless they have an employer in regional NSW keen to hire them - in which case go for the RSMS visa directly and forget about SIR,

The other option of course is for a SIR visaholder to establish or acquire an interest in a business in regional NSW, and to look at a State Sponsored Business Owner visa:

This said, I don't see much of a track record in NSW as to business skills visa sponsorships either ...
