Is it ok to lock up tool boxes & chest etc, or do customs have to have everything 'openable' ?

Fraid its all got to be openable. Not that you'd try to smuggle something.

Everything has to be openable.

The container is sealed here and not opened till it gets to customs the other end and then sealed again.
