Shipping: Is it ok to lock stuff up?

Is it ok to lock up tool boxes & chest etc, or do customs have to have everything 'openable' ?

Fraid its all got to be openable. Not that you'd try to smuggle something. ;)

Everything has to be openable.

The container is sealed here and not opened till it gets to customs the other end and then sealed again.
