Default Road Hogs - WA

Road Hogs - these are the drivers who believe they have a legal right to travel at speeds well below the stated limit if they so choose while preventing other road users from passing them.

So why do we have them in and around Perth? What's is happening in these peoples minds?

For example:
Taken from http://www2b.abc.net.au/perth/issues.../topic189.shtm

"Now, six days every week,I drive on a 50 km stretch of road with a speed limit of 110 kph, today I was travelling at the legal speed limit in near perfect conditions on a clear road, when a vehicle pulled out of a parking area into my path forcing me to brake heavily, it then continued on at 60kph. You can imagine that it was not long before a considerable queue of vehicles formed behind mine.
Obvious frustration eventually caused one driver to risk overtaking on double white lines. Regrettably this is not uncommon and is one of the more irritating aspects of driving in Australia. "
