Depending on how old your baby is, it does not necessarily need to have its eyes open.

We came back to Oz to have our baby and as we need to get back pretty quickly, our little one had her first passport photo taken at 5 days old! Post office staff were excellent and we had no problems getting the passport. We did get some strange looks travelling around a couple of years later as airport staff had no clue whether the baby in the passport was the same as the 4 year old child they had standing in front of them. She has a new one now though.
