In Oz, how to put white shingle ground cover in garden flowerbeds, instead of mulch

Using pebbles is actually a bad idea if you are interested in your soil structure at all, particularly the small stuff. They actually stifle organic activity in your soil which will eventually reduce its fertility. Its not too far short of just laying paving on top of your ground.

Mulch is a much better option as it gradually breaks down and will increase your soil fertility. Down side is that it has to be replaced regularly.

That's what we found when we moved our stones. The ground was near enough rock solid underneath, after 3 years of being under pebbles.

I totally agree. I only use pebbles in a rockery growing succulents. With a good organic mulch you are also enriching the soil and must expect to top up the mulch every year at least. Where we are the bandicoots make sure the mulch is mixed into the soil to about 6 inches deep within a couple of months. We use several lorry-loads of mulch a year!
