OECD paints an ugly picture of NZ

The New Zealand Herald carried the response of Youth Affairs Minister John Tamihere to yesterday's apparently damning figures on youth crime and suicides in New Zealand. Mr Tamihere said:
"The way we provide information is on the number of crimes an individual may commit. They may commit four crimes and be charged with breaking and entering, having a dangerous weapon, car conversion, whatever."
A similar offence overseas would be counted as one crime rather than four, making New Zealand's figures look much worse than they really are when
compared with other countries.
"The OECD appears at this stage to be counting them as individual offenders and so the offending rates look higher than they are."
The statistics in the report were from 1997.
"Youth suicide in terms of the way in which they were trending up in the mid 1990s have actually dropped by nearly 30 percentage points."
So much for 'statistics'....

So much for statistics...
I agree, statistics are tricky things. But why do the NZers hand over figures from 1997?? If things have improved since then? Doesn't seem to make terribly much sense to me. I know international organisations work incredibly slowly, but surely not t h a t slowly.

Thanks to the eagle-eye of "The American", he has shown the reality is alot more positive. Makes you wonder how they can publish such a statistically misleading report.
The following quote from the original URL is interesting:

Muppetking, didn't you say the NZ education system is lacking in quality?
Also, your statistic about 1 in 4 high school children who leave with no formal qualifications is incorrect. The URL below has the Ministry of Education graph which shows the figures fluctuate between 16 and 19% (the average from the graph would equate to 1 in 6 people - not 1 in 4 as you said).
