I for one know many people stuck living in the middle of Portsmouth because they just can't afford to move out. Their jobs don't pay enough to afford them the luxury of a nice view outside of Pompey.

Peoples circumstances are so very different.
As I said generalisations do not help.
Interestingly one of my sons has just moved to Portsmouth and is renting quite an expensive apartment in the city centre so cost is not really a good guide either.
