Default New U.K Homes Legislation?

Just read an article in the International Express about some new legislation giving local councils the power to seize and rent out to homeless people any private house that's been empty for 6 months or more.
If this is true it could have massive ramifications for anyone working abroad long term or us Expats that may have unsold houses.
What's the deal?
Is it an imaginative piece of journalism or fact, I'm concerned about my folks place that's been empty for quite some time?
What are the possible implications for people like my in laws who intend to spend six months a yr in each country?

I read about this a week or so back..... apparently it's a done deal, some sort of grab back if it's not used for six months ( not sure how they can tell though? I guess if you stop paying Council tax?. anyway, the govenment then have the right to use the property for up to 7 years!!!
( If I remember correctly )
Bloody UK govenment is barmy.....

Yep 7 yrs was the quoted time frame. A nice little loophole exempts Government ministers though or the Blaire's pad would be up for grabs as no one wants to pay 2k a week for it as a rental
