I've had some contacts with somebody about my scoots, and it appears to be a case of taking to get registered, which is less picky than an MOT, and your home and dry.
One of mine is pretty well standard, except increased CC. The other is higly modified, but I'm told that provided the lights, brakes and so on all work. They don't start checking if exhaust systems have BS kite marks, testing emissions and that kind of thing.
My concern is getting mine in rather than getting them 'on the road'.
I'll share anything I learn from my investigations and experience.

Personal imports are easier.
So far as your situation, aren't you only allowed to Import one bike per person?
And you also have to prove you've owned it for 12 Months.
We've got a Bike registered to each of us and got round it that way!

If not, I'm going to be looking into alternatives to get them into the country.

I think there's another thread on here about someone who imported a few "classics". Might be worth a search.
Does it make any difference if you strip them down to nothing-ness??

I can't answer your questions for sure either. A couple of things I picked up on the way though. They tell you quite clearly you should declare a bike which is in bits and import it the same way as any other bike. You can try to get away with it, but if the AQIS guys find a frame, your guess is as good as mine as to what they will do. Its breaking the law to try.
If you want to register the bike, and if you are coming to Victoria for instance, there is a requirement that the front axle is no more than 550mm from the centre line of the steering head bearings. Check section 9 of Motor Cycle/Moped Requirements which is listed here http://www.vicroads.vic.gov.au/VRNE/...100015890?open
This pdf lists the minimum requirements for registering motorcycles and is nothing to do with meeting ADR requirements. Any bike will need to meet these requirements. I can't tell you if there is a way round this. There is a guy with a really stretched chop near me which he built himself also. If I see him, I'll ask him about registration, but I know his isn't registered yet. Once a vehicle is registered, there are no MOT's in VIC, until you sell the thing, so it would be easy to modify after registration (but not necessarily legal)
You can't bring in more than one personal import, but you can bring in loads of classics and off road bikes, under a different category. They are exempt from meetng todays ADR regs, so no advantage in getting them as a personal import.
You can try to get your wife to bring one of your bikes as a personal import, even if it is in your name. Just send your wedding cert. with an explaination when applying for approval to import. You can get your kid to bring in one, as long as he/she is old enough and has a licence to drive it.
Get emails from the various departments and you are much safer. EG I brought a car with an airconditioner in it. I got an email from http://www.deh.gov.au/atmosphere/ozone/ which said I don't need a license, or to degass it. If I hadn't got that email, I would have not been able to get it in. On the day, both customs and the broker said I couldn't do it. After i showed them the email, no probs.. EVERYONE talks bollocks.
A final point worth noting is that getting the bike through customs is quite separate to registering it. You don't need to meet any regs to get the bike past customs and take it home, just the approval from dotars and pay the GST (although I not sure what would happen if you don't have a UK registration doc). You can then register the bike anytime after that.

I got an email from customs this morning.
"An import approval may be granted for one vehicle under the Personal Import Scheme and two other vehicles under the Older Vehicle Scheme at the same time.
A vehicle does not have to be registered to be eligible under the Older Vehicle Scheme."
I'm assuming the older vehicle scheme is the 15 year and older. But as one scoot is 1963 and the other is 1970, looks like I'm covered. A huge relief! .
