Default Migration. How to start

Hi there

I have a few questions to ask. First of all, I'm a degree holder with Honours in Electronics Engineering majoring in Computer.
How can I start applying? Do I need to send my certificate/transcript to some body to evaluate?
I heard about ACS..is it for those course related to computer/IT?
How about engineering? To whom shall I refer to?
Please do advice.

Next, I heard that there will be a new ruling starting 1st July this year. What is it all about and what are the changes? Currently, I heard that there's only Independent Skilled whereas starting from 1st of July, there will be another migration package more lenient for people, but the duration is 3 yrs. Care to elaborate more on this?

Have a look at immi.gov.au to start off. For skilled migration get hold of booklet 6.

I think the 1st July change is the regional visa. Have a search through the threads on the Immigration website.
