I cannot understand what is going on here. First you said you had a vet who turned out not to be qualified when you went for the blood tests and another vet had to be drafted in. This sounds appalling service - and if the vet wasn't qualified to take bloods, what the **** was he doing? Is it this first vet who is now saying that it's not worth having Holly re-tested, or the second vet, who did take the tests?
What really seems bizarre is the advice not to re-test. Either the levels would be higher than before, in which case Holly would have lepto and would need to be treated or the levels would have been the same or would have come down, in which case Holly could have shipped. What is this person playing at? At best he's broken your heart, and at worst, he's let a dog in need of treatment slip out of the care net. I appreciate that you are very cut up about it, but if it were me, I'd be making an awful lot of noise about this because it seems you - and the dogs - have been badly let down. Given that you must have paid an arm and a leg to organise their export, someone ought to be compensating you.
Is there nothing more you can do to get them shipped? Or have you decided to rehome permanently?
I feel for you. I know how upset I would have been if our dog had needed to be rehomed.
