Hi,
When do we require this test result to be produced before skill assessment or at the time of applying visa.

Depending on your occupation, you might need IELTS to even get your
skills assessment.

It is advisable to do IELTS before you apply. If you don't you risk
having to do the test within a short period of time (49 days) and if
you don't meet the standard your application will be refused.

I am a comupter engineer with 7 years of experience and applying for skill assement to ACS. Do I still need to get teh IETLS test cleared first ? It is no wher mentioned on ACS site. Pls advise .

1) An IELTS score is not required for ACS. Other agencies may need it (e.g. IEAust), but not the ACS.

2) If you are applying to DIMIA for your PR application, you will almost certainly need an IELTS score for DIMIA (not for ACS - get it?).

3) If you do not get your IELTS score when sending in your application to DIMIA, you will almost certainly be asked to produce an IELTS score later on.

4) Arranging for an IELTS test may take time.

5) If you are asked by DIMIA to produce your IELTS score and if you do not get your score in time, you may be in a bit of a spot.

Again: The IELTS score is for DIMIA, not for ACS. It's advisable for you to send your IELTS score all at one go when you apply to DIMIA (not needed for ACS - get it?)
