Help needed .... Pool looks like tea

Is there any reason why pools in Australia do not have the net covers like the ones in Florida. This stops leaves and most bugs from getting in anyway.

Pool came on nicely the next morning.

i) cheaper
ii) sun kills chlorine very quickly.

I thought it was only cheaper at night if you have the lower tariff rigged up to it. At least that's what Energex told me. Along with pointing out that in true Nanny State tradition, if the pump noise is above certain dB and the neigbours complain, it may be illegal.
