If time wasn't of the essence (which it is judging by the OP's post) then I believe the child would be an Australian citizen if at least one of the parents had PR status, right?

Yep, correct Teza, on a 457 Visa so even though the baby may be born in Australia it will not be an Australian Citizen.
Not that it matters really, it is the adult parents who would be eligible for benefits, not the child and if one of the parents were PR then none of this would be an issue.
