Every year it's delayed it will cost more and more in compunding inflation. Plus add maybe 25% overruns that usually happen with big projects.

Despite the speculation around HS2, there's still plenty of engineers and other hanger ons lke Project Managers beavering away in the background creating more debt.

Firstly, that part of it is *cheap*, provided you aren't actually just throwing money at tory donors. Second, if you do it right, and give the right people the right incentives, that's how you cut the cost of actually building the thing - system engineering up front.
Personally I'd throw £10m at some R&D to cut the cost of building the rail line. Strikes me with those numbers there is scope for significant reductions in cost through automation and some new ideas.
