Nope - it is not needed. One of those stupid things in the UK that was required there but nowhere else unless they knew about it. I've hired cars etc without it ever being required, and likewise for buying a car...

I'd had my purse stolen in Spain and hadn't got round to getting a new plastic licence before we left. I tried to get the Aussie Licence and showed the paper version, they near as damn it laughed at me, told me they didn't want to see that, just the plastic bit.

but before I had my Qld licence and I waved my UK one around laughter was common.... until they saw the expiry date (2042?) - then the look was PURE jealousy!

I believe that technically you DO need the paper bit - it's the actual licence - but in reality everyone's so used to a credit card licence that they don't ask. The RTA did look at my paper bit though

The paper counterpart is your actual licence and your card your photograpic ID. The counterpart shows your entilements to drive and any endorsments. Very important piece of paper.
Certainly in the Uk if you are required to produce your Driving Licence you should produce BOTH parts. Not sure about Auz, however, when we were on holiday there, we just produced the photo part to hire a car. They were happy with that.
My job involves dealing with the DSA and DVLA daily, so licence info is correct.
