Sorry to hear about your dilemma. It is hard knowing that you need to make the move sooner rather than later because of your daughter's age.
As others have suggested, if you ultimately want to come to Queensland then why not move to another area of Australia and then make the move when you are able to and when the economy picks up a bit. I don't know much about Adelaide or Perth, but if you search around the site I am sure you will find pros and cons to both.
We love Qld. We spent 5 years in NSW and were happy there, but Qld does really feel like home to us.

Sorry, but no its not. Your daughter can only get a HECS loan if she becomes a citizen. As a PR she will be entitled to a commonwealth place if she can get one which means paying domestic fees instead of overseas fees but she will definetly NOT be entited to any sort of HECS, neither will she get the discounted rate of paying upfront. She will be expected to pay each semester in full at the start. PR students aren't entitled to youth allowance either at least not for the first 2 years and even then they can only qualify if your combinded income is low (around $40,000 I think). They aren't classed as independant until they are 25!!!

Bricklayers are still on the occupations in demand list. If it is an occupation that is still in demand by the QLD state you can apply for state sponsorship. If it isn't and you have to apply for another state, I have been told that if accepted by the state, this is generally a 'gentlemans agreement', and if you cannot find work there you are free to move on wherever you like.
State sponsorship visa's are generally quicker I have heard also. Your migration agent should tell you all of this.
We have friends that have gone through the same thing as you and this is the route they eventually took. Lucky for my hubby I am Australian so ours is a little more straight forward. Let me know if you need to know any other info on how they got on.
