if the landlord does not fit water saving devices they have to pay all the water charges themselves.
My rental property in Qld has been built to a high water efficiency standard, therefore I can (and do) charge the tenants for all their water useage.

Yes, I got it wrong. Lessor can pass on ALL "consumption" charges if water saving devices comply. (Still seems Lessor must pay fixed charges though?)

....and, I believe, you can only be charged in a strata if you have individual meters. One meter divided by the no. of apartments isn't allowed.

Yep. We share a meter so no charges. Same for electricity and gas. Although it is kind of factored into rental price. (What hydroponics?)

My last year's bill was for $2297.74, plus $906.28 water rates (which are billed separately.)

Total $3204.02 for a family of two.

In case you don't know it is often based on the value of your land and varies, sometime a lot, between each council area.
