I reckon you've got your figures back to front. The failure rate is something like 20%.

You could have appealed the refusal to the Administrative Appeals Tribunal, although there is scope in policy to defer grant of citizenship to those with business skill visas that are potentially subject to cancellation.

So what. Read a book and take a test. Big deal. Don't really understand why there should be any exemption at all for that anyway. Citizenship is not a right.
