Does anybody have applied for Australian Citizenship by conferral and got it refused because of residence requirement?

Only if you park outside someone else's residence (in St. Kilda) and get a parking fine (and get outraged by it and start a thread on here).

Out of interest, what's Australian Citizenship by conferral? Does it mean you're applying for citizenship on special grounds, even though you don't meet the residency requirements?

That can be my word of the day. Cheers JAJ!re the OP - surely if you don't meet the residency requirements it would be refused as a matter of course? I bet the 96% approval is because 96% of people wait until they are eligible before they apply.

Either you have the correct resident requirement or you dont. If you dont then your application is refused surely. If you claim an exemption then its pretty clear as to who can claim exemption.
