Have you been to Perth????
There is definitely a shortage of bars like you suggest! I'm told the reason is strict licencing rules.

If you could open a bar at Whitfords Beach, I will be very happy.

There was a guy with a beach buggy towing a trailer full of ice creams and pop in the Mullaloo area in the last two years, though I didn't actually go to the beach this summer. But as for a bar, the police are very anti drinking in public especially the beaches, more so since the fights at Mullaloo this summer, so I don't see that getting off the ground. There are lots of cafes / bars / restaurants on the other side of the coast road though, especially in the Cott and surrounds.
