Very unlikely, almost certainly a no!

Did you validate your visas? If so, you may find that your baggage allowance is actually even less than 40KGs.

Assuming that you haven't validated, and are flying with an airline that allows 40kgs, who is your domestic flight with?
Qantas may allow it free, if you get in touch with them, and have booked the flight as a connection. Virgin Blue are very unlikely to, so you may have to pay excess.

I would say no. If you fly Qantas though, excess is charged per extra piece of baggage over the allowance, wheres with Jetstar/Virgin, they charge by the kilo. I think its $20 per extra piece with qantas.
