Only in summer are they bad and the last week they hit twice. They seem to hit at rush hour and too many people forget braking distances increase and handling decreases in the wet.

It will probably happen 5 - 10 times a year.

Just to clarify they are big electrical storms that roll in on hot humid days. When they hit there is normally a severe downpour of rain that lasts 10 minutes to 30 minutes with a spectacular sound and light show.

Haven't looked in to it seriously, but looked on some marinas and they charged $110 per foot.
I think you'll find that you're not allowed to live aboard boats on permanent moorings. There's also a waiting list for moorings in good spots - and the best spots never, ever have vacancies. I think they're passed down from generation to generation.

There are only four permanent houseboat moorings in the whole of Sydney Harbour and those licences are never going to be
renewed. You could live aboard a boat berthed casually at a marina, and move around, but that would cost you upwards of $250/300 a week for a 60 footer. Be cheaper to rent an apartment!

Have a look at http://www.waterways.nsw.gov.au/moorings.html.
