VicRoads have been issuing number plates beginning with Y for a few months now - up to YE at the beginning now apparently.

Those beginning with V aren't on "general issue" plates as far as I'm aware, and are reserved for things like the Euro-style plates, and trucks that are registered for interstate travel (for both of those, the first letter indicates state of registration). There are probably non Euro-style personalised plates in Vic that begin with V too.
