Different medicines receive different level of restrictions in different countries. What might be an over-the-counter medicine in one country might be a prescription-only in another - and one that is prescription only in one country may not be allowed in another country.

The inhaler is just the device that holds the medicine, just as ABCDiamond ABCD...... implied. The medicine used is not the inhaler, but administered by the inhaler.
