Oh my heavens! It goes from bad to worse doesn't it?! Sadly Australia doesn't do kids at risk very well and when they state hop it's like things just have to start from scratch. I do hope things work...

No useful information other than has been given unfortunately - you might try the school (at which they have been enrolled) to see if they would make a notification of non attendance to FS....
