Sounds like my neighbour (who does the repairs in his back garden).. he drives me around the bend when he's testing them.. the noise is horrendous and goes on forever!

I do remember the winter of 1978, living in Plymouth, where the whole city was snowed in - you could move around within it (with some difficulty), but couldn't get out of it.

It's called a triple track storm window, they are not 'old'.

Outer screen (stays in place)
Outer (middle track) window inside of screen

-9c with windchill and my damn outer window (in my lounge) is frozen open. Luckily I was able to shut the inner one.
