Please have a quick read of the site rules, beige bar at the top, and should you have any site related problems please contact on of the moderators, names in bold at the bottom right of each forum page.
Not too sure where to advise, it's not really in Europe and not really in the area we cover with Asia, I would suggest the Asia forum or the FRest of the World, I suspect we don't have many, perhaps not any, people from there on the forum.

In recent years there have been signs of oil workers and English teachers from Britain and the USA in Baku Have not seen any posts here

The same here. I'm a Turkish citizen at the moment. Processes conducted in Azerbaijan are not very different from those conducted in Turkey. I think I'm capable of answering your questions.
