Well the point being that some make it easier or not to get cover.

MA make it easy to get cover, but not necessarily at a good price...and regarding cars, until a few years ago, they made it so uncompetitive for insurance companies that all but a handful of smaller ones were the only companies to bother insure here.

Insurance as a solution for auto risks makes sense.

Insurance as a solution to health care is about as relevant as it would be for the provision of Police or Fire services. Marginal.

Almost everything in the US is more heavily regulated than it is in the UK, but in practice it seems that the regulation is often ineffective for any purpose other than keeping legislators and regulatory bureaucracies busy.

Having more of something doesn't mean that it is necessarily better or more useful.
