My husband thinks it was the UK because they couldn't supply visas fast enough.

He does believe the United States would do such a thing.

This post is confusing. 3 and 10 years bars to entry to the US? Your
husband thinks the UK "instituted" the 3 and 10 year bars? The UK
couldn't supply visas fast enough to whom?

I think the US government instituted them
