You mean he's ex-military, right? If so, that is a significant plus when it comes to job hunting, and should feature prominently in his résumé. Employers are required to track stats on hired "veterans", and there is currently a big push to find jobs for the tens of thousands being demob'ed as the war in Afghanistan winds down, and having a degree and engineering background will put him ahead of many demob'ed "grunts" from the infantry.

This is where you want to be:

Socially very stable and winters are cold but dry and sunny.

Didn't I see an article recently that some of the boom towns in North Dakota have the highest rents in the country (due to severe shortage of housing for all the people moving there for the jobs)? Also, a significant increase in crime.

Williston has the highest rents in the country. Fracking has introduced a whole bunch of social and environmental issues to ND, not the least of which is that it's completely skewed the male/female ratio!

I don't really understand how an economic boom town could be described as "socially very stable". Surely it is exactly the opposite?

Yeah, North Dakota is socially stable. In spite of the oil boom it still has one of the lowest violent crime rates in the country.

No I wouldn't move to Williston, Bismarck would be more appropriate. But if she's moving continents jobs would be first priority and she and her husband would be guaranteed work.

The only downside is the long winters.
