Colorado, has some very small towns and cheaper but i would recommend California depending on your budget and what you do for a living.

I'm very happy to see that Greenville SC gets a mention for recommended rural locations in a place the size of the US. It's about 10 miles from my anticipated future planned settlement zone. 
(and having visited the region last Autumn and Winter I can say it's very nice!)

Hope your "anticipated future planned settlement zone" is still "rural" when that future becomes now.

It most definitely hasn't been affected by urban creep, people can't move out of the area quick enough - seems there aren't enough drive-throughs within a ten minute radius!!!
