In short, one would suggest that the earliest you can request it is when it is available. Which as you rightly pointed out is not now

I also tried and was told that my request could not be completed, but to call this toll free number to talk to someone. at 800-829-1040 to order a transcript.

One would suggest that you would get the answer you seek by doing the same

Just curious, what, if any, is the difference between the tax return that you filed, and a tax "transcript"? Is it a statement from the IRS that you paid your taxes?

It does not reflect any changes you, your representative or the IRS made after the return was filed. In many cases, a return transcript will meet the requirements of lending institutions such as those offering mortgages and for applying for student loans."

Tax transcripts can also be used as part of an application for citizenship based on marriage to a US citizen, showing an ongoing marital relationship.
