What is the US immigration points system

and apparently there is a points system to immigrate to USA

It's not a question of law, there almost certainly will be a points system, they're going to do it by regulation. They're already working on it for H-1B, there are consultations going on with USCIS and the DOL.
What it will actually end up being is anyone's guess but it's not going to be terribly different from the current system because it has to comply with the law. There aren't going to be any additional visas and there will still be a tiered system so it's not going to be dramatically different.
There is no bill in Congress to change it to a points system, the thing they were on about yesterday just guts the family-based system to bring down the overall number of visas issued.
