You could do either to repair your returns if you filed them incorrectly in the first place by not declaring all of your worldwide income and gains.

True, but if the funds inside the IRA are not HMRC reporting funds you'd be taxed at your marginal income tax rate and you'd also have to come up with documentation from the IRA administrator which would be a pain. Then you'd have to work out the UK tax free basis when you took income. I'd recommend claiming treaty exemption.

Send them a letter, your tax return will not change materially as there is no tax due on the gains in the IRA if you claim the treaty exemption in Article 18.
