I think the key word is in the first paragraph. It's "requested". This doesn't mean the USCIS will be given what it asks for or the amount they requested.

Also, with 2004 being a Presidential year, who knows if this request will even get voted on this year? I think this government news release is a bit of propoganda on the part of Bush/the Republicans to show that they "support" immigration perhaps?

You can put me down as a sceptic on this topic.
