US legal stuff - gun related
Once and for all, if you enter the US on a K1 visa, are you entitled to own a handgun and obtain a CHL? If not, why not, and who would I complain to?

I like you both so I'm going to bite my tongue, but I do need an answer - the gun shop says one thing and the DPS says another.

Ray or AWP will know the full details.
I believe non-permanent residents or visitors aren't allowed to own a firearm as it's banned by Federal law, so that would include K1 visas.
Although you could probably buy one at a gun show easily enough.
