Question State Responsibilities

Hi All,

I am new and I am unable to understand the concept of state/fedral responsibility in US.Education, health care/cover, immigration etc. are normally responsibility of the country towards its residents.Why employers are held responsible/accountable for all of the state/fedral responsibilities?What are the main state/fedral responsibilities in US?

Why the country want to put so much extra burden/pressure on employers to provide health cover/insurances and then costly immigration(EB-3,H1B etc.) to fedral tax paying employees?

The UK has a National Health Service but many other countries, including the USA, do not.

There is free public education here. Not sure about immigration costs.
