I mean ,
1. can one start and sponsor oneself for a company for H1b?
2. Also, is there an obliging contracting firm or person
that can sponsor one for an H1b in this regard, for a nominal cut (<=10%) and no conversion fee/crap if one
chooses to go perm?

No, you can't. You might find a bodyshop to do that.
