Hmm, same thing happened to me.
We went too early (we did wait the 10 days) and got sent for verification. My wife's (L2) card arrived soon after but not mine.
I went back to the office a week after my wife's card had arrived and they checked for me, couldn't see why I didn't have a number, but my entry was in and they gave me the number two days later. The card arrived shortly after that.
In a terribly English way I blamed my persistence on being made to do it by my HR department.
My advice - go back to the office.
