Has anyone used this service?

After some thoughts on if it can be used for L1 visa and any experiences.

Doesn't sound it's used for non-immigrant visas such as L-1. This is what it says:
"Now, those applying for immigrant visas with the U.S. Department of State can also apply for SSN cards at the same time."
It specifically says "applying for immigrant visas". L-1 is not an immigrant visa.
This is nothing new. There is a question on the immigrant visa application where one can check a box that requests the issuance of a SSN. A non-immigrant visa application does not have this question.
