South Carolina and Driver's Licenses
For those of you who are interested, and live in South Carolina, your chance has come
to make change on how and who the state issues driver's licenses to. Below is the
Memorandum notifying the Senate Committee of a meeting on hearings for bill H.4670
next Tuesday.

TO: Senator Luke Rankin Senator Arthur Ravenel
FROM: Senator John Hawkins
As Chairman of the Transportation Committee's Subcommittee to Study H.4670, I am
calling a meeting for Tuesday, April 16, 2002, at 2:00 pm in Room 207 of the

Thanks for the update, Herman. We just wrote our two minutes worth to a string of senators. John Hawkins is my local Senator and he has done a good job of keeping up correspondence with me regarding the same.
If anyone else is interested in writing, here is a draft.

I am writing on behalf of families where a US citizen is married to an immigrant present in the US and in the process of adjusting status to Permanent Resident. The draft of the bill will grant driver’s licenses to spouses and others who are here legally for family, work or study purposes. It has been endorsed in the House and is up for consideration in the Senate. We have keenly followed the progress of the bill and are thankful for the correction made to the existing law.
We appreciate your taking notice of a law that needed amended and sincerely hope that the bill will make quick progress through the Senate and be ratified soon. It will be of great help to families who are awaiting the new law, so that they can lead their normal daily life.

any federal agency. This would cover non-US citizens who are married to US citizens and have any
documentation at all from a US Federal Agency stating that the person is allowed to be in the US at
the time they apply for the driver's license.
This bill has come to the Senate now. I have gone to the sub-committee meetings on the bill and
helped move it through. It should pass during the next month. You may follow the progress of the

I really hope we can pass this legislation. A lot of us believe that the DMV has been way out of
line on this issue. Also, I have not been impressed with their attitude in sub-committee. But,

well this is great news at least........ Thank you tara, I am waiting with baited breath as always - My wife & I bought a beautiful new truck and it's breaking my heart not being able to drive it! hehe..
